Student Discipline Instructions

Disciplinary Instructions for Students in Institutions of the Ministry of Higher Education and Scientific Research No. 160 of 2007, as amended by Instructions No. 169 of 2018. ​

Article 1: Student Obligations

The student is committed to the following:

  • Adherence to Laws: Compliance with the laws, regulations, and instructions issued by the Ministry of Higher Education and its institutions.

  • Respect for Beliefs: Avoid offending religious beliefs, national unity, or inciting sectarian or ethnic strife.

  • Maintaining Reputation: Refrain from actions that harm the reputation of the ministry or its institutions, on or off campus.

  • University Conduct: Maintain discipline and respect the administration, faculty, and staff.

  • Proper Behavior: Display good conduct that enhances opportunities for employment and academic scholarships.

  • Security Maintenance: Avoid actions that disturb order and calm within the campus.

  • Property Protection: Care for educational supplies and institutional property.

  • Academic Discipline: Do not disrupt lectures, studies, or campus activities.

  • Uniform Compliance: Adhere to the official university dress code, respecting each institution’s specifics.

  • Avoid Discrimination: Do not promote divisions or any form of political or religious oppression.

  • No Political Propaganda: Avoid political, ethnic, or sectarian propaganda on campus.

  • No Political Events: Prohibited from organizing politically or religiously driven events.

  • Proper Use of Devices: Do not misuse phones or computers.

  • No Drug Influence: Do not enter the campus under the influence of drugs or alcohol.


Article 2: Penalties for Minor Violations

Warning issued for:

  • Failure to wear the uniform.

  • Offending peer relationships.


Article 3: Penalties for Repeated Violations

Notice issued for:

  • Repeating offenses that warrant a warning.

  • Disrupting order on campus.


Article 4: Temporary Suspension for 30 Days

One-month suspension for:

  • Repeating offenses that warrant a notice.

  • Verbally abusing non-faculty university staff.

  • Defaming faculty members.

  • Posting materials that disrupt order and public morals.


Article 5: Temporary Suspension for up to One Academic Year

Suspension for up to a year for:

  • Repeating violations listed in Article 4.

  • Inciting political or ethnic divisions.

  • Assaulting university staff.

  • Committing or threatening violence or blackmail.

  • Threatening with armed violence.

  • Carrying weapons or sharp objects on campus.

  • Causing severe damage to university property.

  • Offending national unity or religious beliefs.

  • Offending faculty members.

  • Harming the university’s reputation.

  • Intentionally disrupting academic activities.

  • Fraud or scamming colleagues or college members.


Article 6: Permanent Expulsion

Permanent expulsion for:

  • Repeating violations listed in Article 5.

  • Physically assaulting faculty members.

  • Committing disgraceful and immoral acts.

  • Submitting forged documents.

  • Breaching campus security.

  • Conviction of a felony or dishonorable misdemeanor with a sentence over a year.


Article 7: Legal Penalties

Disciplinary penalties do not prevent the imposition of other legal penalties when necessary.
If a criminal case is pending, disciplinary actions are postponed until a final ruling is issued.


Article 8: Formation of the Disciplinary Committee

The Dean forms a Student Disciplinary Committee chaired by the Assistant Dean, with two faculty members—one being a legal specialist.
A legal expert from outside the college may be included.
The committee refers any criminal cases to the competent court.


Article 9: Recommendation Required

No penalty shall be imposed without a recommendation from the disciplinary committee.


Article 10: Authority to Impose Penalties

Penalties are imposed by the College Council or Dean based on delegated authority.


Article 11: Appeals

The expelled student has the right to appeal to the Administrative Judiciary Court.
Suspension periods are not counted as academic absences.


Article 12: (Deleted under First Amendment No. 169 of 2018)


Article 13: Penalty Notification

The penalty decision is posted on the announcement board for at least 15 days and the student’s guardian is notified in writing.


Article 14: Repeal of Previous Regulations

Regulations for the Discipline of Higher Education Students No. (19) of 1989 are hereby repealed.
