Higher Education Fund Unit

The Higher Education Fund Unit is an essential part of the Institute’s financial operations and is concerned with managing funds and financial resources in a manner that ensures their efficient and effective use to achieve the objectives of the Technical Medical Institute. It is an administrative unit responsible for managing the financial affairs related to the Higher Education Fund, which aims to support educational and research activities at the Technical Medical Institute by financing projects and covering necessary expenses. The unit’s tasks are to collect financial resources, manage funds, and ensure their effective use to support the Institute’s strategic objectives.

Vision, Mission and Objectives

Vision

The Higher Education Fund Unit shall be a distinguished unit in managing financial resources in an effective and efficient manner at the Technical Medical Institute of Kirkuk, seeking to provide a financial environment that supports academic and research objectives and contributes to the development of the Institute, reflecting the primary objective sought by the Deanship of the Technical Medical Institute in the field of financial affairs. The Unit shall prepare the desired future image to achieve financial sustainability and achieve the specified financial objectives.

Message

The Higher Education Fund Unit seeks to provide distinguished financial support to the Institute and academic departments, through the application of best financial practices and policies, achieving sustainability of financial resources, and excellence in services provided to the community. It also aims to provide the best financial services to the various administrative units in the Institute, while committing to the quality of these services.

Objectives

The Higher Education Fund Unit aims to enhance the financial revenues of the Institute, to resolve the bottlenecks that may face educational and development activities, and to support these activities by financing projects and covering necessary expenses. It thus contributes to the development of the Institute, reflecting the primary goal sought by the Deanship of the Technical Medical Institute in the field of financial affairs.

Higher Education Fund Council

Referring to the Higher Education Fund Instructions No. (122) of 1999 (amended) 

Article (2) Paragraph (d) The fund shall be managed at the Institute by a Board of Directors consisting of the following:

Article (3) Paragraph (First) includes the Fund’s Board of Directors shall undertake the following:

A- Issuing the necessary decisions for disbursement from the fund in accordance with the provisions of the laws and instructions issued pursuant thereto, including the authority to provide grants and subsidies between the funds of the Ministry’s center, the university, and the institute.

B- Recycling the accumulated surplus and using it to resolve bottlenecks in the educational process after covering the deficit for previous years, taking into account the provisions of the Federal General Budget Law.

C- The decisions of the Fund’s Board of Directors are subject to the approval of the Dean of the Institute.

A- Head of the Higher Education Fund Unit:

  • Supervising the unit's work.

  • Following up on student cases and collecting fees from students in the parallel (private) government education.

  • Preparing and monitoring monthly allocation tables, and reporting on any revenue overages.

B- Higher Education Fund Accountant:

  • Preparing the monthly income and expenses statement.

  • Preparing accounting entries, payment vouchers, journal entries, and accounting reconciliations.

  • Sending the ministry and university's share of the revenue each month.

  • Preparing the monthly financial statements.

  • Preparing the final trial balances.

C- Records Clerk in the Higher Education Fund:

  • Transferring journal entries, payment vouchers, and receipt vouchers to the relevant accounting records.

  • Organizing the cash journal record.

D- Disbursement Officer in the Higher Education Fund:

  • Storing and organizing journal vouchers and payment vouchers.

  • Preparing a database of disbursement entries.

E- Treasurer of the Higher Education Fund:

  • Collecting tuition fees from students.

  • Withdrawing and depositing funds in the bank.

  • Collecting fees for commitments, registration, objections, identity cards, endorsements, and others.
